Is the QNAP TS-233 good enough for Plex?

For direct play to a capable TV, yes. It cannot transcode 4K, so if family members watch on phones or older devices the TS-264 or TS-464 with Intel Quick Sync is the better choice.

Do QNAP units accept third-party drives?

Yes. QNAP publishes a compatibility list but does not lock you to its own brand, so mainstream NAS-rated CMR drives are fine.

TS-264 or TS-464: which is better value?

They share the same Celeron N5095 platform. Pick the TS-464 if you expect to outgrow two bays, because adding bays later costs far more than buying them now.

Should I worry about QNAP security after past ransomware?

Keep firmware updated, disable UPnP and do not expose the admin page to the internet. Used that way, a QNAP is as safe as any other NAS.
